All large quantity hazardous waste generators and treatment, storage, and disposal facilities in the State are required to submit a hazardous waste generation and management report to the Division every even year by March 1.

FINAL RULEMAKING ACTION NOTICE
The Division of Waste Management and Radiation Control is notifying interested stakeholders of the following rulemaking action:
Radiation Control Rules
On October 12, 2017, the Utah Waste Management and Radiation Control Board approved the final adoption of the rule changes to incorporate the following into Title 313 of the Utah Administrative Code and set an effective date of October 13, 2017:
- Nuclear Regulatory Commission (NRC) final rule published in the May 29, 2013 Federal Register (78 FR 32310) regarding the Distribution of Source Material to Exempt Persons and to General Licensees and Revision of General License and Exemptions
- Selected corrections and clarifications not associated with the above final rule

Hazardous Waste, Used Oil, and Solid Waste Rules
On August 10, 2017, the Utah Waste Management and Radiation Control Board approved the final adoption of the rule changes to incorporate the following into Title 315 of the Utah Administrative Code:
- EPA final Hazardous Waste Generator Improvements Rule (HWGIR) as published in the November 28, 2016 (81 FR 85732)
- Addition of used oil generator defined under Mixed Mode Transit System (NAICS code of 485111) to the list of used oil transporters considered to have a permit by rule to transport their own used oil to a permitted used oil recycler
- Selected corrections and clarifications

New Drum-Top Lamp Crushers Registration Requirements
(5/17/16)—On April 15, 2016, the Division of Waste Management and Radiation Control adopted new rules regarding crushing lamps using a drum-top crusher. To apply to operate a Drum-Top Lamp Crusher General Forms.
Hazardous Secondary Materials Recycling/Reclamation Summary
(5/17/16)—On April 15, 2016, the Division of Waste Management and Radiation Control adopted the EPA’s January 2015 Definition of Solid Waste Rule. The EPA has provided requirements for notification, defining legitimate recycling, becoming a verified recycler, obtaining a variance request, and recycler/reclamation facility requirements. To apply to become a verified recycler or Intermediate Facility submit an application form Verified Recycler/Intermediate Facility. For Generators of Hazardous Secondary Materials, please submit an updated EPA Form 8700-12 with Addendum 1 (pages 53-58).
Hazardous Waste Rules Formatting Update
(5/17/16)—On April 15, 2016, the Hazardous Waste Rules were reformatted similar to the EPA formatting. DAS R315.
Certain counties have collection events where residents can drop off household hazardous waste. See the recycling information for Utah to find out if your county is having an event in 2017.
