RCRA Part B Hazardous Waste Storage Permit: Univar Solutions (formerly Nexeo Solutions)

Univar Solutions (formerly Nexeo Solutions) is in Building 12 of the Freeport Center in Clearfield, Utah. The facility has two main operations: bulk chemical sales and hazardous waste management. Bulk chemical activities include transporting, blending, re-packaging, and selling bulk chemicals. Hazardous waste management activities include receiving, sorting, and aggregating hazardous waste containers for shipment to treatment storage and disposal facilities. Hazardous waste management activities are conducted under a RCRA Part B permit to operate a hazardous waste storage facility (issued September 25, 2018). Univar Solutions USA, Inc. maintains financial assurance as outlined in Attachment 8 of the Permit. The Univar Solutions Clearfield Facility was known as Ashland Distribution when it was originally permitted in 1984. TPG Capital purchased it from Ashland Chemical Company in 2011 and named it Nexeo Solutions. Univar purchased the Facility in 2019. The RCRA Part B permit was modified in 2020 to reflect the name change to Univar Solutions USA, Inc.

In the early 2000s, the Division completed a RCRA Facility Assessment that required Ashland to conduct a RCRA Facility Investigation (RFI) of potential contamination sites. Results of the RFI Phase I  identified contaminants of concern (COCs) in soil at five locations and in groundwater at one location. An RFI Phase II and Risk Assessment that included additional sampling determined that the COCs were below the soil screening levels and below criterion risk levels. The additional sampling did not find COCs in the groundwater, and there was no indication of off-site migration.

Based on these results, a No Further Actionletter was issued to the facility on December 13, 2005. On October 9, 2009, the Division completed RCRA Corrective Action Environmental Indicators for Current Human Exposures Under Control and Migration of Contaminated Groundwater Under Control.
