While many states handle radioactive materials, Utah is the only state in the nation with the legal authority to regulate an active conventional uranium mill. This means Utah’s regulators have a level of expertise and responsibility found nowhere else in the country.
Current operations at the White Mesa Mill
The primary focus of Utah’s current uranium oversight is the Energy Fuels White Mesa Mill facility. As the only fully operational conventional uranium mill in the United States, it plays a vital role in the nuclear fuel cycle by processing ore to extract uranium.
A partnership for safety
Utah doesn’t work in a vacuum. To ensure the highest safety standards, the state maintains a sophisticated, three-way partnership:
- State of Utah: Provides the day-to-day licensing, rigorous inspections, and environmental monitoring.
- Nuclear Regulatory Commission (NRC): Ensures Utah’s program remains as strict (or stricter) than federal standards.
- Department of Energy (DOE): Acts as the “long-term steward.” By federal law, once the mill eventually finishes its mission, the DOE will take over the site to ensure it is cared for and monitored forever.
Expertise on the national stage
Because Utah manages both Low-Level Radioactive Waste (LLRW) and active uranium recovery, the state has built decades of technical experience. This boots-on-the-ground knowledge allows Utah to protect public health and the environment while managing a critical piece of the nation’s energy infrastructure.
