Requirements Prior to Demolition

DEFINITION: “Demolition Project”

Utah Administrative Code (UAC) defines a “Demolition Project” as the wrecking, salvage, or removal of any load-supporting structural member of a regulated facility together with any related handling operations, or the intentional burning of any regulated facility. This includes the moving of an entire building, but excludes the moving of structures, vehicles, or equipment with permanently attached axles, such as trailers, motor homes, and mobile homes that are specifically designed to be moved.

Note: the definition of the term “demolition” may vary significantly between agencies.

New Rule Change is in Effect!

Residential facilities with four or fewer units built on or after January 1, 1992 will no longer require an asbestos inspection prior to renovation or demolition. This does not apply to facilities that are subject to the EPA Asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAP), referred to as a NESHAP facility. The proposed amendments also do not apply to residential structures that were previously NESHAP facilities, will become NESHAP facilities, or residential structures that are demolished for the installation of a NESHAP facility. NESHAP facilities include: commercial buildings, industrial buildings, public buildings, and residential buildings with more than four units. Additionally, post-1991 residential facilities with four or fewer units are still subject to the demolition notification requirements of rule R307-801. If your project involves wrecking, salvaging, or removing any load-bearing structural members, then you are required to submit a demolition notification form. Download our full guidance document (MS Word Format).

State and federal code requires the completion of the following steps before demolition begins.
