The Utah Department of Environmental Quality (DEQ) is committed to providing an opportunity for all individuals to participate in the development of environmental regulations and policies. To achieve this goal, DEQ has established the following public notice and comment policy.

Notice of Proposed Actions
The DEQ will provide notice of all proposed actions that may have a significant impact on the environment or public health. Notice will be provided through publication in the Utah State Public Notice Bulletin, as well as through other appropriate means, such as posting on the DEQ website.
Public Comment Period
DEQ will adhere to the public notice and comment procedures as specified in Title R305, R307, R309, R311, R313, R315, and R317. The public will be given the time allotted per the above-stated statutes to submit written comments or attend public hearings on all proposed actions.
Public Hearings
DEQ will adhere to the public hearing procedures as specified in Title R305, R307, R309, R311, R313, R315, and R317. The DEQ may hold public hearings on proposed actions that are expected to generate significant public interest. Public hearings will be announced in advance and will be open to the public.
Response to Comments
DEQ will adhere to the public comment procedures as specified in Title R305, R307, R309, R311, R313, R315, and R317. DEQ will consider all public comments received during the comment period. DEQ will respond to all written comments in writing and will summarize all oral comments at public hearings.
Final Decision
After considering public comments, DEQ will make a final decision on the proposed action. DEQ will notify the public of its decision through publication in the Utah State Bulletin and other appropriate means.
